The proclamation

وَإِذْ تَأَذَّنَ رَبُّكُمْ لَئِن شَكَرْتُمْ لَأَزِيدَنَّكُمْ وَلَئِن كَفَرْتُمْ إِنَّ عَذَابِى لَشَدِيدٌ
And [remember] when your Lord proclaimed, 'If you are grateful, I will surely increase you [in favor]; but if you deny, indeed, My punishment is severe.' "
«If you are grateful I will increase you; but if you deny (kafartum), My punishment is severe.» — gratitude and kufr as the two answers.
فَٱذْكُرُونِىٓ أَذْكُرْكُمْ وَٱشْكُرُوا۟ لِى وَلَا تَكْفُرُونِ
So remember Me; I will remember you. And be grateful to Me and do not deny Me.

The root of kāfir (denier) has a startling literal meaning. What does ك-ف-ر originally mean?

The three letters ك-ف-ر turn on a single image: covering. Night is said to kāfir the day; a sower — a kāffār — covers seed under earth 57:20. Over that image the Qurʾān lays two refusals. To cover the truth you know is there is kufr as disbelief — «those who covered it over», alladhīna kafarū, the root's commonest life (the verb alone, 289×). To cover a blessing you have received is kufr as ingratitude — which is why the Qurʾān answers it not only with īmān but with shukr, thanksgiving 14:7. And in a startling turn the same root names the mercy that covers a sin: kaffāra, expiation 5:89. One root buries seed, hides truth, forgets a gift — and wipes a fault away.

Yet the Qurʾān does not decree kufr as a sealed fate for all: «He does not approve kufr for His servants; but if you are grateful, He approves it for you» 39:7. The seal describes persistence, not a bar against return.

Indeed, those who disbelieve - it is all the same for them whether you warn them or do not warn them - they will not believe.

The counts are counted; that these senses are one idea — covering — is a reading the lexicographers heard in the root, not a fact the tally proves. But the Qurʾān itself ties them: it sets kufr against shukr 14:7, and names the sin-covering kaffāra with the very letters of denial 5:89.
Kufr and what uncovers it

The verse calls the whole arc matāʿ al-ghurūr — «the enjoyment of delusion». Yet in the same breath it names what the bloom conceals: «and in the Hereafter is severe punishment — and forgiveness from Allah, and approval». The covering is not the end of the sentence.

Indeed, We guided him to the way, be he grateful or be he ungrateful.
Guided to the road — «be he grateful (shākir) or ungrateful (kafūr)»: the choice named as two coverings.
قَالَ ٱلَّذِى عِندَهُۥ عِلْمٌ مِّنَ ٱلْكِتَٰبِ أَنَا۠ ءَاتِيكَ بِهِۦ قَبْلَ أَن يَرْتَدَّ إِلَيْكَ طَرْفُكَ فَلَمَّا رَءَاهُ مُسْتَقِرًّا عِندَهُۥ قَالَ هَٰذَا مِن فَضْلِ رَبِّى لِيَبْلُوَنِىٓ ءَأَشْكُرُ أَمْ أَكْفُرُ وَمَن شَكَرَ فَإِنَّمَا يَشْكُرُ لِنَفْسِهِۦ وَمَن كَفَرَ فَإِنَّ رَبِّى غَنِىٌّ كَرِيمٌ
Said one who had knowledge from the Scripture, "I will bring it to you before your glance returns to you." And when [Solomon] saw it placed before him, he said, "This is from the favor of my Lord to test me whether I will be grateful or ungrateful. And whoever is grateful - his gratitude is only for [the benefit of] himself. And whoever is ungrateful - then indeed, my Lord is Free of need and Generous."
Solomon before the throne: «to test me whether I am grateful or ungrateful (a-akfuru)» — even a prophet reads the gift as a test.
وَضَرَبَ ٱللَّهُ مَثَلًا قَرْيَةً كَانَتْ ءَامِنَةً مُّطْمَئِنَّةً يَأْتِيهَا رِزْقُهَا رَغَدًا مِّن كُلِّ مَكَانٍ فَكَفَرَتْ بِأَنْعُمِ ٱللَّهِ فَأَذَٰقَهَا ٱللَّهُ لِبَاسَ ٱلْجُوعِ وَٱلْخَوْفِ بِمَا كَانُوا۟ يَصْنَعُونَ
And Allah presents an example: a city which was safe and secure, its provision coming to it in abundance from every location, but it denied the favors of Allah. So Allah made it taste the envelopment of hunger and fear for what they had been doing.
The secure city that «denied the favours of God» — kufr as ingratitude, and its cost.
وَلَقَدْ ءَاتَيْنَا لُقْمَٰنَ ٱلْحِكْمَةَ أَنِ ٱشْكُرْ لِلَّهِ وَمَن يَشْكُرْ فَإِنَّمَا يَشْكُرُ لِنَفْسِهِۦ وَمَن كَفَرَ فَإِنَّ ٱللَّهَ غَنِىٌّ حَمِيدٌ
And We had certainly given Luqman wisdom [and said], "Be grateful to Allah." And whoever is grateful is grateful for [the benefit of] himself. And whoever denies [His favor] - then indeed, Allah is Free of need and Praiseworthy.
Luqmān's wisdom: «whoever is grateful is grateful for himself; whoever denies — God is free of need, praiseworthy».
لَكُمْ دِينُكُمْ وَلِىَ دِينِ
For you is your religion, and for me is my religion."
To the deniers who share no worship: «For you is your religion, and for me is mine» — distinction without compulsion.
إِن تَكْفُرُوا۟ فَإِنَّ ٱللَّهَ غَنِىٌّ عَنكُمْ وَلَا يَرْضَىٰ لِعِبَادِهِ ٱلْكُفْرَ وَإِن تَشْكُرُوا۟ يَرْضَهُ لَكُمْ وَلَا تَزِرُ وَازِرَةٌ وِزْرَ أُخْرَىٰ ثُمَّ إِلَىٰ رَبِّكُم مَّرْجِعُكُمْ فَيُنَبِّئُكُم بِمَا كُنتُمْ تَعْمَلُونَ إِنَّهُۥ عَلِيمٌۢ بِذَاتِ ٱلصُّدُورِ
If you disbelieve - indeed, Allah is Free from need of you. And He does not approve for His servants disbelief. And if you are grateful, He approves it for you; and no bearer of burdens will bear the burden of another. Then to your Lord is your return, and He will inform you about what you used to do. Indeed, He is Knowing of that within the breasts.

The cover, and the door

Yet the final word the map can reach is not the seal but the door: «He does not approve kufr for His servants; but if you are grateful, He approves it for you» 39:7. This page can count where the word falls and teach the ear its two notes — denial and ingratitude — but it cannot tell you which cover is still on, or lift it. That is left between a servant and the One who named even the mercy that covers a sin with the very letters of denial.
